Does this looks weird?

Hi, I’m trying to figure out what to wear under my regalia for my graduation. I have a masters’ hood that includes a cord meant to attach to a button of a shirt so that it doesn’t choke you or slide around. I wanted to wear a simple dress like the one in the picture but there is no way to keep my hood on my shoulders without a button up shirt. So I thought maybe I could wear a dress shirt under my dress to keep everything in place. I plan to go to dinner afterwards.

Honest advice is appreciated. If you have any other solutions for me please let me know. Tell me what I should add, take away, or if this fit is just a dud.
